Major General of Justice. Honored Worker of the Ministry of Internal Affairs of the USSR. Honorary veteran of the Ministry of Internal Affairs of the Republic of Kazakhstan. Corresponding member of the Russian Academy of Natural Sciences. Academician of the International Academy of Informatization, Professor, Chairman of the Presidium of the NGO "Council of Generals". Honorary Professor of the International Chamber of Ecology. He was born on May 18, 1940 in the village of Sosnovka, Beskaragai district, Semipalatinsk region (now Abai region). In 1970 he graduated from the Faculty of Law of S.M. Kirov Kazakh State University. In 1964 – 1966 he worked as deputy director of vocational school No. 197 in Semipalatinsk region. In 1966-1976 he worked as an investigator, senior investigator, deputy chief of police of Semipalatinsk, head of the Kirov district police Department of Semipalatinsk, deputy head of the investigative department of the Department of Internal Affairs of Semipalatinsk region. In 1976-1985 he worked as an instructor of the Semipalatinsk Regional Party Committee and the Central Committee of the Communist Party of Kazakhstan, first deputy head of the Department of Internal Affairs of the Semipalatinsk regional Executive Committee. In 1985-1992, he worked as the head of the Department of Internal Affairs of the Zhezkazgan Regional Executive Committee, head of the sixth interregional Directorate of the Ministry of Internal Affairs of the USSR for combating organized crime and corruption in the Kazakh and Kyrgyz SSR. In 1992 – 1995 he was appointed Deputy Minister of Internal Affairs of the Republic of Kazakhstan. In 1995 – 1996 he worked as the First Deputy Chairman of the State Investigative Committee of the Republic of Kazakhstan. In 1996-1999 he worked as the head of the Department of Criminalistics and Forensic Examinations of KazGUU, President of the Fund for Assistance in Combating Organized Crime, Corruption and Smuggling. From 1999 to 2010, he worked as President, Chairman of the Board of JSC "Korgau Accumulative Pension Fund". Since 2001, he has headed the Republican Public Association "Council of Generals". He is the author of more than 20 scientific articles and textbooks. One of the authors of the Commentary to the Criminal Procedure Code of the Kazakh SSR. He was a member of the working group of the Parliament of the Republic of Kazakhstan on the development of a number of model codes in the Interparliamentary Assembly of the CIS (St. Petersburg). He was the head of the Government Delegation of the Republic of Kazakhstan at the 39th session of the UN Commission on Combating Drug Trafficking (Vienna, Austria. 1996). He was the head of the delegation of the Republic of Kazakhstan for the elaboration of the Minsk Convention. One of the authors of the Law of the Republic of Kazakhstan "On the Unified Information space". He was awarded the orders: "Parasat" (RK), "Star of the Commonwealth", "For Merit", "For nobility of thoughts and deeds" (RF), more than 30 medals of the USSR, RK, RF, Ukraine and Belarus.
