The Department of Law of Non-commercial JSC Toraigyrov University has its own history and traditions. It was founded in 2001. The head of the department is Doctor of Law, Professor – Zhetpisov Serik Kozhanovich.

The department's activities are carried out in accordance with the university's mission "To be the intellectual center of the region's economy" and are implemented through the University's Development Strategy for 2020-2024, the targets of which are:

- ensuring leadership in the regional education market in terms of the quality of training for students of an economic profile;

- obtaining certificates of state registration of rights to an object of copyright of the Committee on Intellectual Property Rights of the Ministry of Justice of the Republic of Kazakhstan;

- ensuring a high level of social protection for students (provision of educational grants, discounts, financial assistance to orphans and the low-income);

- ensuring a high level of methodological support for the educational process;

- annual implementation of contractual research projects by the teaching staff of the Department;

- publication of the scientific research journal "Bulletin of Toraigyrov University", series "Legal";

- annual participation of students of the Law School in republican and regional Olympiads, international conferences.

The department trains specialists in a two-stage training system:

- bachelor's degree in the specialty 6B04201 "Jurisprudence" with the award of the qualification "Bachelor of Law";

- Bachelor's degree in the specialty 6B04202 "Legal support of entrepreneurial activity";

- Bachelor's degree in specialty 6B04203 "Legal support of public administration";

- Master's degree in the specialty 7M04201 "Jurisprudence" with the award of the academic degree "Master of Law";

- Master's degree in the specialty 7M04251 "Jurisprudence" with the award of the academic degree "Master of Law".

Also, practical teachers take part in the educational process of the department, such as Kapanov A. K. - Chief State Labor Inspector for the Pavlodar region, Kozhamkulov M. T. - head of the Department of the Committee on Legal Statistics and Special Accounts of the Prosecutor General's Office of the Republic of Kazakhstan for the Pavlodar region, Bayniyazov D.M. - chairman of the specialized investigative court of the city of Pavlodar.
