The development strategy of Toraigyrov University until 2024 assumes the achievement of the following strategic goals:

1) Internationally recognized academic activities of the University.

2) Internationally recognized scientific activities of the University.

3) Development of the HR system.

4) Active educational and social work.

5) Economic growth of the University.

To implement the Policy, the management has identified the main directions:

1 Place and role of the University in the system of higher and postgraduate education in Kazakhstan:

- development of core process management;

- improvement of the research process;

- improvement of the educational (academic) process;

- development of the University's financing system.

2 Academic policy:

- ensuring stable growth of demand for educational services and educational programs from the business community and business structures (organizations, enterprises, firms, companies);

- achieving parity and balance in the implementation of the three-stage system of training in the number of educational programs and the number of students in the strategic period;

- reaching a high level of integration of training programs in the international educational space in the strategic period;

- significant improvement in the positioning of the University's activities and educational programs in global international rankings;

- increasing the prestige and salary of graduates in the regional and national labor market.

3 Development of innovative potential and its achievement:

- a significant increase in the share of teaching staff involved in the implementation of research projects, Scientific resarch and experimental development projects (SREDP) financing;

- a significant increase in the share of funded SREDP in the total budget of the University;

- ensuring a high level and growth of publishing activity of teaching staff in international journals with an impact factor.

4 Commercialization of scientific and technical developments:

- ensuring a significant increase in the University budget due to the commercialization of scientific and technical developments;

- ensuring high investment trends in the research material base;

- access to an active fixed capital structure in relation to the research process.

The University management takes responsibility for the implementation of this Quality Policy, guarantees the conditions for its implementation and encourages all members of the University team to join forces to achieve the goals set.
