In 1974 he graduated with honors from the Tomsk Institute of Automated Control Systems and Radio Electronics, specialty “Automation of information processing and issuance” In 1979 he graduated from the full-time postgraduate course of the Department of Computer Engineering of the Leningrad Institute of Precision Mechanics and Optics. In 1981, he successfully defended his dissertation for the degree of Candidate of Technical Sciences in the specialty 05.13.12 – “Computer-aided design systems ". From 1979-1989 he worked as an assistant, senior lecturer, associate professor and head of the Department of Computer Engineering of Pavlodar Industrial Institute. From 1985-1989 he worked as a part-time scientific supervisor of the ONIL "Sensors and Electronic Systems" of the Ministry of Electronic Industry of the USSR. In 1989, V.V. Naumov was awarded the academic title of Associate Professor in the Department of Computer Engineering by the Decision of the USSR State Committee for Public Education. From 1989-1998 he was engaged in the development of automation systems, working in the scientific and technical cooperative "Electronics" at the trust "Electrosredazmontazh" and in the scientific and engineering center "Contact" of the Union of Scientific and Engineering Societies of Kazakhstan. From 1998-2004 he worked as the head of the workshop of a private enterprise and a private entrepreneur in Pavlodar.
