In the Republic of Kazakhstan, corporate governance practices in higher education institutions have begun to develop actively relatively recently. In accordance with Resolution No. 752 of the Government of the Republic of Kazakhstan dated October 11, 2019, Pavlodar State University named after S. Toraighyrov was reorganized into a non-profit joint-stock company — Toraighyrov University.

From that moment, a corporate governance system was introduced at the university, aimed at ensuring transparency, accountability, and efficiency in the management of the Company’s activities.

The sole shareholder and the supreme governing body of the Company is the Ministry of Science and Higher Education of the Republic of Kazakhstan.

The Board of Directors is the governing body and is formed from representatives of the shareholder, the Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan, as well as independent directors.

The Management Board is the executive body of the Company, responsible for the collegial management of the University’s activities.
