Within the framework of a working visit to S. Toraighyrov Pavlodar State University, deputies of the Senate of the Parliament of the Republic of Kazakhstan Manap Kubenov and Nurzhan Nursipatov got familiar with the construction of a new dormitory with 600 beds.

The new hostel will decrease the need for accommodation of nonresident students of Pavlodar State University.

According to the project, a new dormitory with 600 beds will open its doors to students in March 2020.

The construction of the hostel in such a short time is due to a trilateral consortium agreement that PSU concludes with the project investor and the building contractor.

1 billion 300 million tenge has been already included into budget.

According to the head of the engineering and technical division, Baurzhan Kataev, PSU will be the first institution of higher education in Kazakhstan that implements advanced experience in the construction of residential buildings according to the new tripartite system. In this regard, the contract form presented by PSU will become the flagship for all higher educational institutions of Kazakhstan.

Baurzhan Kataev also explained that the previous contract patterns involved attracting budget funds or PPP form, which ultimately did not give the university ownership of the object built.

It should be noted that the practice demonstrates for the construction of such residential buildings in a year and a half or two, while the new flagship form of cooperation allows put the facility in commission in a year.

In turn, the new trilateral arrangement makes it possible to motivate the investor as much as possible to deliver a dormitory in the shortest possible time, his share of participation will be 80 percent, and the share of PSU is 20%. Thus, the investor will be fully interested in motivating the contractor to accelerate the construction of the dormitory.

As a result, after completing the construction, the investor receives 80% of his investment, and this contributes to accelerated construction.

The initial project assumed 500 beds, with a budget of 1 billion 400 million tenge, but the investor presented his project, increasing the number of residential places in the hostel to 600, reducing the cost by one hundred million.

To date, the foundation and the basement part of the hostel have already been constructed. Finishing works are scheduled for winter time.

When building a dormitory, building materials of local production are used, local specialists are involved, as well as student construction teams of S. Toraighyrov Pavlodar State University.
