Competition for Science Awards and State Scientific Scholarships for 2026

The Ministry of Science and Higher Education of the Republic of Kazakhstan, pursuant to Article 31 of the Law of the Republic of Kazakhstan “On Science and Technology Policy” and subparagraph 148) of paragraph 15 of Resolution No. 580 of the Government of the Republic of Kazakhstan dated August 19, 2022, announces a competition for Science Awards and State Scientific Scholarships (hereinafter referred to as the “Competition”).

The Science Awards and State Scientific Scholarships were established by Order No. 389 of the Minister of Science and Higher Education of the Republic of Kazakhstan dated August 4, 2023 (https://prg.kz/document/?doc_id=39878251):

one K.I. Satpayev Award for the best scientific research in the field of natural sciences;
one Ch.Ch. Valikhanov Award for the best scientific research in the field of humanities;
one Y. Altynsarin Award for the best scientific research and work in the field of pedagogy;
one Kül-Tegin Award for an outstanding achievement in the field of Turkology;
one D.A. Kunaev Award for young scientists for the best work in the field of natural sciences;
one M.O. Auezov Award for young scientists for the best work in the field of humanities;
75 State Scientific Scholarships, including 50 State Scientific Scholarships for talented young scientists aged up to and including 44 years.

The Competition is conducted in accordance with the current legislation of the Republic of Kazakhstan, including:

Applications for the Science Awards and State Scientific Scholarships are submitted electronically through the “Single Window of the National Innovation System” information system.

In accordance with the current legislation of the Republic of Kazakhstan, applications for the Science Awards and State Scientific Scholarships are accepted by the Non-Profit Joint-Stock Company “National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan” within 30 (thirty) calendar days from the date of publication of this announcement.

Documents Required for the Science Awards

The following documents must be submitted for the Competition for Science Awards:
1. A scientific work in the form of a monograph, chapter in a monograph, article, review, patent, or inventor’s certificate (no more than five works);
2. A description of the work (no more than half a printed sheet), outlining its content, relevance and novelty of the research, the main scientific results, their significance, and the possibility of their further application;
3. An extract from the minutes of the meeting of the advisory and consultative body of the organization that nominated the work;
4. A certificate from the candidate’s primary place of employment;
5. A brief description of the candidate’s scientific activities, indicating their creative contribution (for collective works);
6. A certificate from the organization that nominated the work confirming that the submitted work has not previously received awards paid from the republican budget;
7. A copy of an implementation certificate/act, if available;
8. A notification confirming an active twenty-digit card account.
Documents specified in subparagraphs 4), 5), and 6) of this section shall be issued by the candidate’s last place of employment if the candidate has left their position.
Documents Required for State Scientific Scholarships
The following documents must be submitted for the Competition for State Scientific Scholarships:
1. A reasoned application (recommendation) from the advisory and consultative body of the organization;
2. A certificate from the candidate’s primary place of employment;
3. A list of the candidate’s scientific publications for the last five years (excluding the year in which the Competition is announced), as well as copies/reprints of the most important publications (no more than five);
4. A copy of an implementation certificate/act, if available;
5. Documents confirming the candidate’s supervision of scientific projects and programs, if applicable (not required for applicants for State Scientific Scholarships for talented young scientists);
6. Documents confirming the training/preparation of personnel who have been awarded a PhD or Doctor of a Specialized Field degree in the Republic of Kazakhstan, if applicable (not required for applicants for State Scientific Scholarships for talented young scientists);
7. Documents confirming international collaboration, if applicable (only for applicants for State Scientific Scholarships for talented young scientists);
8. A notification confirming an active twenty-digit card account.
Additional Requirements for Monographs
For a monograph published by a domestic publisher, the following must be submitted:
an abstract of up to two pages of printed text;
copies of the title page and publication details;
at least two reviews.

For a monograph published by a foreign publisher, the following must be submitted:
an abstract of up to two pages of printed text;
copies of the title page and publication details.

In monographs, chapters in monographs, articles, and reviews, applicants must indicate a Kazakhstani organization or the Republic of Kazakhstan as their affiliation.

A brief description and the contents of the monograph (including a monograph in which a chapter has been published) must be available on the publisher’s official website, together with information on where the monograph can be purchased or accessed/read.

«18th Toraighyrov Readings»

«Toraygyrov Readings» is an annual International Scientific and Practical Conference. The 18th Toraygyrov Readings are dedicated to the Year of Digitalization and Artificial Intelligence, declared by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, in 2026. Within the framework of the conference, it is planned to consider current problems and prospects for the development of various fields of modern science, taking into account modern technological challenges and the rapid development of artificial intelligence in the following areas: natural sciences; humanities and social sciences; economics and law; engineering; agricultural sciences; energy; physics, mathematics, and computer sciences.

Venue: «Toraighyrov University» NJSC, Pavlodar, 64 Lomov str., MEB.

Conference format: offline.

As part of the conference, breakout sessions will be held among the following categories:

-       university and college students;

-       postgraduates.

ATTENTION! No more than 2 (two) speakers are allowed to make 1 (one) report. REGISTRATION for participation in the breakout session is carried out on www.sci-conf.tou.edu.kz website through “Article submission” page.

Following the results of the conference, conference proceedings will be published.

The proceedings will be presented in an electronic format (PDF), electronic certificates will be issued to the conference participants.

Paper submission deadline: until October 16, 2026 inclusive ONLY on the www.sci-conf.tou.edu.kz website.

Papers sent AFTER THE DEADLINE and sent by E-MAIL WILL NOT BE ACCEPTED!
 

PAPER REQUIREMENTS

1.         Working languages of the conference: Kazakh, Russian, English.

2.         The cost of publishing 1 (one) paper is 3 000 TENGE. Payment is made ONLY AFTER the paper HAS BEEN ACCEPTED by the responsible secretary. If the paper is rejected, the FUNDS WILL NOT BE REFUNDED. Learn more about Paper publication fee on www.sci-conf.tou.edu.kz.

3.         The text should not exceed 3 to 5 pages in Times New Roman 12 pt, A4 format. You can learn more about the Paper format requirements and Paper format example in the "Authors" section on www.sci-conf.tou.edu.kz

4.         The originality of the paper should be at least 60%. Plagiarism check can be carried out via www.antiplagiat.ru, www.exactus.ru or any other free services. The certificate of passing the plagiarism check is accepted in JPG formats (screenshot) or PDF, it should clearly reflect the title of the article/author. Certificates that do not meet the requirements will be rejected.

5.         The number of papers by the same author(s) is unlimited.

6.         In one paper – no more than 3 (three) co-authors.

7.         The paper must be original, relevant, have scientific novelty, validity of assumptions, and follow the section theme, rules of spelling, punctuation and paper format requirements.

8.         The responsible secretary has the right to return for revision or reject materials that do not follow paper format requirements, the section theme.

In celebration of the 35th Anniversary of the Independence of the Republic of Kazakhstan, the “Zhana Kazakhstan” Republican Innovation Center is organizing the Republican Competition “ҒЫЛЫМ ҚАЙРАТКЕРІ”.

The main purpose of the competition is to promote the achievements of Kazakhstan’s science, recognize researchers and professionals who have contributed to scientific development, present research achievements to the public, and enhance the prestige of science and education among young people.

Research staff are eligible to participate in the competition.

Competition winners will receive:

-the “ҒЫЛЫМ ҚАЙРАТКЕРІ” badge;
-a certificate;
-the “ҒЫЛЫМ ҚАЙРАТКЕРІ” statuette;
-a diploma of the corresponding degree.

Applications and supporting documents are accepted until October 30, 2026.
