Torpischev Shamil Kamilievich was born in 1957 in Pavlodar. Candidate of Technical Sciences, Professor of PSU. Graduated from the engineering and construction faculty of Pavlodar Industrial Institute in 1979. 1979-1983 - foreman in SU-8 of the trust "Pavlodarpromstroy". 1983 assistant of the department "Technology of construction production" of Pavlodar Industrial Institute. In 1984-1986. - Scientific internship in the Order of Labor Red Banner NIIZhB of the USSR Gosstroy. 1986-1990. - Postgraduate study at the NIIZhB of the USSR Gosstroy.

1991 - defended his dissertation "Lightweight concrete with the use of bauxite sludge" for the degree of Candidate of Technical Sciences. 1991-1994 - Senior Lecturer, Head of the Department of "Industrial and Civil Construction" of PII. Since 2003 - Dean of the Faculty of Architecture and Civil Engineering

Total work experience - 32 years, of which scientific and pedagogical - 28 years.

Published more than 160 published scientific and methodical works. Author of more than 80 scientific inventions.  Twice, in 1990 and 1991, he was awarded a silver medal of the All-Union Exhibition of National Economy of the USSR.  In 2005 he was awarded with a breastplate of the Ministry of Education and Science of the Republic of Kazakhstan "Honorary Worker of Education of the Republic of Kazakhstan".

In 2005 he was recognized the winner of the Republican contest of achievements in the field of invention "Shapagat" in the nomination "The most active inventor of the Republic of Kazakhstan".  Since 2005 - member of the International Union of laboratories and experts in the field of building materials, systems and structures RILEM. In 2010 - awarded with the medal "Honorary Builder of Kazakhstan"
