Toraighyrov University (TOU) is one of the largest universities in Kazakhstan. TOU is the center of education, science and culture not only in the Pavlodar region, but also in the Republic.
Toraighyrov University was established as the Pavlodar Industrial Institute (PII) in May, 1960 by the Decree of the Council of Ministers of the USSR. The institute was located in 2 barracks and 10 one-story barracks of the former military school. There were 400 students studying at three faculties: Mechanical Engineering, Civil Engineering and Power Engineering. Sixteen teachers conducted classes; there was just only one associate professor.

By the early 1970s, the institute had matured, creating the necessary conditions for its ongoing work and further development. Between 1971 and 1985, academic buildings and dormitories were constructed, providing housing for all those in need, and laboratories were established and equipped. In 1976, the main academic building was commissioned.

In connection with the transition to a non-profit joint-stock company in 2020, the university received academic and managerial freedom in its activities, which allows it to independently determine the vector of development of the university, develop our own educational programs. We have chosen an entrepreneurial type of university. The interaction of business, government and the scientific community has become the basis that allows us to achieve strategic goals and ensure sustainable development.

Toraighyrov University together with Local Executive Bodies actively implements the “Strong University – Strong Region” Program. Today, many of our scientists are actively involved in the work of the project offices of the regional akimats, cities and districts, which allows us to use the scientific and technical potential of the university to solve regional problems. The three-way interaction of government, science and business allows us to employ graduates successfully.
Toraighyrov University is the undisputed leader among educational institutions in Pavlodar region both in the number of students and in the quality of educational services. The university trains specialists of higher professional education in various fields in the state and Russian languages in 196 specialties of bachelor's, master's, and doctoral degrees. Research work at the university is carried out on the basis of 28 departments and 5 research and practice centers, the Ertis Science and Technology Park, the Regional Center for Innovation and Technology Transfer, and the Student Research Center. The university actively implements dual educational, which allows you to transfer practical and laboratory classes to production, which are conducted by the employees of the enterprises themselves. Among the partners, there are such large enterprises as Kazmunaygas, ERG Group, Petrochemical and Ferroalloy plants, Electrolysis and Aluminum plants, as well as large agricultural enterprises "Pobeda" and "Pakhar".
According to the annual general ranking, Toraighyrov University is one of the five leaders among the best multidisciplinary universities in Kazakhstan. According to the international university ranking QS WUR Toraighyrov University ranks 1401+, Asian University Rankings-Central Asia 27th place; Asian University Rankings 458th place.

Toraighyrov University is a full member of the Bologna Charter of Classical Universities of the World, a member of IAESTE, the International Association for the Exchange of Students for Technical Experience, the Association of Siberian Open University, the Association of Universities of Kazakhstan and the Shanghai Cooperation Organization.
The main areas of researches conducted at Toraighyrov University are: energy and energy-saving technologies, metallurgy and mechanical engineering, construction, environmental monitoring, environmental protection, rational use of natural resources, computer technologies, problems of the regional economy, research in the field of pedagogy and psychology, sociolinguistic and linguoculturological research, problems of higher education and training.
