TEMPUS is one of the programs of the European Union aimed at supporting the process of modernization of higher education in the partner countries of Eastern Europe, Central Asia, Western Balkans, and the Mediterranean region mainly through inter-university cooperation projects. In 1995, TEMPUS was established in Kazakhstan.

The main objective of this program is establishing co-operation in the field of higher education in the EU and the partner countries.

As a result of the TEMPUS VI competition, the Education, Audiovisual and Culture Executive Agency (EACEA) selected three projects from S. Toraighyrov Pavlodar State University:

1) Contributing to the Development of Education Organizations through the Development of Human Resources (the Faculty of Finance and Economics);

2) Development and Implementation of Master's Degree Programs in Food Security, Production and Marketing of Traditional Foods in Russia and Kazakhstan (the Faculty of Agricultural Technology);

3) Methodology for Educating Highly-Qualified Engineers at the Level of Master's Degree Studies for Development of Advanced Production Systems (the Faculty of Physics, Mathematics and Information Technology).

According to the Rector of S.Toraigyrov Pavlodar State University, Doctor of Economic Sciences, Professor Serik Omirbayev, participation in such programs helps to build the capacity of educational institutions of the EU and the partner countries, particularly in the area of international cooperation, modernization and openness to the world of work and society.
