Квалификационные требования к участникам конкурса:

-         высшее образование по направлениям подготовки: техническое, инженерное, экономическое, управленческое или юридическое;

-          стаж работы на руководящих должностях не менее 3 лет;

-         опыт работы в сфере управления инфраструктурой, эксплуатации зданий и сооружений, строительства, технического обслуживания инженерных систем, материально-технического обеспечения или в смежных сферах;

-       знание законодательства Республики Казахстан в области образования, труда и охраны труда, строительства и архитектуры, государственных закупок, пожарной безопасности, санитарно-эпидемиологического благополучия, энергетики, охраны окружающей среды и управления государственным имуществом;

-         знание современных подходов к управлению инфраструктурными проектами, энергоэффективности, устойчивому развитию, ESG и управлению рисками;

-         навыки стратегического и оперативного планирования, управления персоналом, бюджетирования, организации работы подрядных организаций и контроля исполнения инфраструктурных проектов.

Документы, необходимые для участия в конкурсе:

1) документы, подтверждающие личность (оригинал для сверки);

2) личный листок по учету кадров, заверенный кадровой службы с последнего места работы;

3) автобиография;

4) копии дипломов о высшем образовании, академической и ученой степени, документ об ученом звании и подлинники для сверки;

5) копии сертификатов о переподготовке и повышении квалификации (при наличии) и подлинники для сверки;

6) медицинская справка о состоянии здоровья (врачебное профессионально-консультативное заключение) по форме № 075/у;

7) справка с психоневрологической организации;

8) справка с наркологической организации;

9) справка о наличии либо отсутствии сведений по учетам выдаваемая Комитетом правовой статистике и специальным учетам Генеральной прокуратуры Республики Казахстан о совершении лицом уголовного правонарушения;

10) участник конкурса вправе представить дополнительную информацию, касающуюся его образования, опыта работы, профессионального уровня.

11) справка о наличии либо отсутствии сведений о совершении коррупционного преступления;

12) участник конкурса должен предоставить перспективный план развития Департамента на 3 года.

Results of the Selection Committee for Vacant Faculty Positions at NJSC «Toraighyrov University» dated August 14, 2026.

Toraigyrov University, a non-profit joint-stock company located at 64 Lomov Street, Pavlodar, 140008, phone (8-7182) 67-36-65, announces a competition for the following vacant positions:

Director: Institute of Continuous Education – 1 position.

The position is to manage the activities of a structural unit that ensures the development of the university's continuing education system, organize and implement programs for additional education for employees, professional development, professional retraining, short-term educational programs, and enhance the university's competitiveness in the educational services market.

Qualification requirements for applicants:

- Higher or postgraduate education;

- At least 5 years of experience in managerial positions in educational organizations or educational authorities.

- Knowledge of current education legislation of the Republic of Kazakhstan and the current internal regulations of Toraigyrov University.

Dean of the Faculty: Faculty of Architecture and Construction – 1 full-time position.

Head of the Department: Geography and Tourism – 1 full-time position, Jurisprudence – 1 full-time position.

Associate Professor (Associate Professor) of the Department: Biotechnology – 1 full-time position, Metallurgy – 1 full-time position.

Lecturer (Assistant Professor) of the Department: Journalism – 2 full-time positions.

Qualification Requirements for Faculty Positions

Applicants wishing to participate in the competition must submit an application addressed to the chairperson of the selection committee.

The following documents must be attached to the application:

1) Identity documents (original for verification);

2) Proof of completion of a preliminary medical examination (medical certificate, Form 075/u);

3) copies of higher education diplomas, academic and scientific degrees, and a copy of the academic title;

4) a certificate of the presence or absence of records, issued by the Committee on Legal Statistics and Special Records of the Prosecutor General's Office of the Republic of Kazakhstan, confirming the commission of a criminal offense by the individual;

5) copies of retraining and advanced training certificates (originals for verification); the advanced training courses must correspond to the disciplines taught and must be completed within three years;

6) a list of scientific and methodological works for the past five years, certified by the Academic Secretary;

7) a work plan (in accordance with the University Development Program); a sample three-year work plan for the instructor is posted in the instructor's personal account; for candidates who are not University employees, it is posted in the "Vacancies" section;

8) a petition from the head of the department and the dean of the faculty for the applied departments.

9) Information on the commission of a corruption offense through (certificate) of a government agency responsible for state legal statistics and special records, or the e-government web portal.

The deadline for submitting documents for participation in the competition is August 27, 2026 (inclusive, by 6:00 PM).

Documents will be accepted upon presentation of the complete package specified above, in electronic format on the website and additionally in hard copy to the SRP Department, office 226.

Step-by-step instructions

1. On the website tou.edu.kz/ru, select the "Teacher Competition" tab in the menu (upper right corner);

2. Submit an application;

3. Fill in the information (and attach supporting documents);

4. Save the information;

5. After saving the information, take an online test on your knowledge of educational regulations;

6. A list of scientific and methodological works with publication reprints (cover, imprint, article text, table of contents) signed by the Director of the Department of Scientific Activities (office 229). Submit the publication list to the SRP Department by the established deadline (by August 27, 2026, 6:00 PM).

7. Submit a sample application addressed to the Chairperson of the Selection Committee and attach the documents.

In accordance with paragraph 6.12) of the Rules for the Competitive Filling of Teaching Staff Positions at NAO Toraigyrov University, approved by Protocol No. 2 of October 26, 2020, as amended (Protocol No. 2 of August 27, 2025). The competition results will be posted on the university's official website https://tou.edu.kz/ru/ru.

According to paragraph 2-1 of the above rule, "Candidates have the right to participate in the meeting of the selection committee online."

According to paragraph 7.2 of the above rule, "The committee's decision may be appealed by competition participants within three business days" from the publication of the competition results.
