Масанов в своей монографии «Кочевая цивилизация казахов: основы жизнедеятельности номадного общества» отметил, что всесторонний анализ пространственно-временных закономерностей развертывания всемирно-исторического процесса, реально определяющих динамику историко-культурного развития различных обществ, является актуальной задачей научных поисков, связанных с изучением стадиальных и цивилизационных особенностей истории человечества. Британский профессор Арнольд Тойнби, разрабатывая цивилизационную концепцию, доказывал, что любая страна, политический союз и т. д., должны рассматриваться не сами по себе, а исходя из «исторического контекста». Он пришёл к выводу, что цивилизации представляют собой общества с более широкой протяженностью как в пространстве, так и во времени, чем национальные государства, города-государства или любые другие политические союзы; что· именно цивилизации должны рассматриваться историками.

Informal meeting of the first deputy chairman of the Pavlodar regional branch of the “Nur Otan party Nikolay Dychko with university students, dedicated to discussing the achievements of the state course of Elbasy, and his global strategic initiatives, was held at S.Toraighyrov PSU.
