On April 29, Meyram Begentaev has been appointed as an Acting Rector of S.Toraighyrov Pavlodar State University.

Aryn Orsariyev, executive secretary of the Ministry of Education and Science of the Republic of Kazakhstan, presented the new head of the university.

In 1996, Meyram Mukhametrakhimovich Begentaev graduated with honors from the Pavlodar Industrial Institute with a degree in Automobile and Tractor Construction. In 1999 he also graduated with honors from S.Toraighyrov PSU with a degree in Jurisprudence.

In 2010, he successfully defended his thesis for the degree of Doctor of Economic Sciences. He is an Honorary Worker of Education of the Ministry of Education and Science of the Republic of Kazakhstan.

Over the years he held responsible executive positions. In 2004 he was a vice-rector for Educational Work and Social Issues, in 2008 he was a vice-rector for Strategic Planning, Social and Educational Work. In December 2010, he was appointed as a First Vice-Rector for Strategic Planning, Social and Educational Work.

In 2011, he was appointed as an Acting Deputy Director of the Department of Higher and Postgraduate Education of the Ministry of Education and Science of the Republic of Kazakhstan.

He was repeatedly elected to the Pavlodar city maslikhat, and was a chairman of the standing commission on social policy of Pavlodar city maslikhat.

From 2012 to 2016, he was a deputy of the 5th Mazhilis of the Parliament of the Republic of Kazakhstan, a member of the Committee on the social and cultural development of the Mazhilis of the Parliament of the Republic of Kazakhstan.

From 2016 to 2019 by order of the akim of Pavlodar region Bulat Bakauov, in coordination with the Presidential Administration of the Republic of Kazakhstan, he held the position of deputy akim of Pavlodar region.
