No. 5-11-01-10/5294-И dated August 14, 2026), the Academy of Public Administration under the President of the Republic of Kazakhstan is conducting a study on protection mechanisms for whistleblowers reporting offenses and corruption. - Director of the Institute of Continuous Education.

This position is to manage the activities of a structural unit that ensures the development of the university's continuing education system, organize and implement programs for additional education for employees, advanced training, professional retraining, short-term educational programs, and enhance the university's competitiveness in the educational services market.

Qualification requirements for applicants:
- Higher or postgraduate education;
- At least 5 years of experience in managerial positions in educational organizations or educational authorities.
- Knowledge of current education legislation of the Republic of Kazakhstan and the current internal regulatory documents of Toraigyrov University.

Documents required for participation in the competition:
1) Identity documents (original for verification);
2) Personal record card, certified by the HR department from the last place of employment;
3) CV;
4) Copies of higher education diplomas, academic and scientific degrees, academic title, and originals for verification;
5) Copies of retraining and advanced training certificates (if any) and originals for verification;
6) Medical certificate of health (medical professional advisory opinion) in the form No. 075/u;
7) Certificate from a neuropsychiatric organization;
8) Certificate from a drug addiction treatment center;
9) Certificate of the presence or absence of information from records issued by the Committee on Legal Statistics and Special Records of the Prosecutor General's Office of the Republic of Kazakhstan on the commission of a criminal offense by an individual;
10) The competition participant has the right to submit additional information regarding their education, work experience, and professional level.
11) A certificate of the presence or absence of information regarding the commission of a corruption offense;
12) The competition participant must provide a three-year long-term development plan for the Institute.
Applications for participation in the competition will be accepted within 10 (ten) calendar days from the date of publication of the announcement. The date and location of the competition will be announced separately.
The committee's decision may be appealed by competition participants within three business days from the publication of the competition results.

Перечень документов:

1) документы, подтверждающие личность (оригинал для сверки);

2) документ о прохождении предварительного медицинского освидетельствования (медицинская справка по форме 075у);

3) копии дипломов о высшем образовании, академической и ученой степени, документ об ученом звании;

4) справка о наличии либо отсутствии сведений по учетам, выдаваемая Комитетом правовой статистики и специальным учетам Генеральной прокуратуры Республики Казахстан о совершении лицом уголовного правонарушения;

5) копии сертификатов о переподготовке и повышении квалификации (подлинники для сверки), при этом курсы повышения квалификации должны соответствовать преподаваемым дисциплинам, период прохождения не должен превышать трех лет;

6) список научных и научно-методических трудов за последние 5 лет.

8) Сведения о совершении им коррупционного преступления посредством (справка) информационных систем государственного органа, осуществляющего в пределах своей компетенции деятельность в области государственной правовой статистики и специальных учетов, или веб-портала «электронного правительства».
