higher; in 1980 Askar Karatayevich graduated from Pavlodar Industrial Institute with a degree in Industrial and Civil Construction. In 1991, he defended his dissertation for the degree of Candidate of Engineering Sciences at Central Scientific Research Institute for Building Structures named after V.A. Kucherenko in Moscow. Title of the dissertation: Stressed Strain State of Reinforced Concrete Columns of Multistory Frame Buildings with the Use of a High-Strength At-IVC Reinforcing Steel under the Action of Seismic Forces.
