higher; K. T. Sakanov graduated from Pavlodar Industrial Institute in 1974 with a degree in Industrial and Civil Construction. In 1985, he finished the postgraduate school of the Concrete and Reinforced Concrete Research Institute of the State Committee for Construction of the Soviet Union.
