Regional conference, which was held on the basis of S. Toraighyrov PSU, was aimed at the discussion of issues related to the redistribution of powers between the branches of government in Kazakhstan, which was announced by the Head of the Republic of Kazakhstan Nursultan Nazarbayev during a special address to the nation of the country, as well as discussion of the Message of the President of Kazakhstan Nursultan Nazarbayev to people of Kazakhstan "Third modernization of Kazakhstan: global competitiveness".
The discussion was attended by graduates of "Bolashak" program, leaders of youth organizations, representatives of civil society and students. Discussion was moderated by the rector of S.Toraighyrov PSU, a graduate of "Bolashak" program, Doctor of Political Sciences, Professor Aryn Orsariyev.
During the discussion, participants expressed their vision of the program of reforms for the redistribution of powers between the President, Parliament and Government. Speakers also noted that the time to implement these reforms was chosen as well as possible, because with them we can talk about the beginning of the next stage of development of democratic Kazakhstan in the international environment.
"Globalization sets countries a certain amount of tasks, faced by all states in the modern world. Today we see that it is not only about the foreign policy of states, but also the inner sphere and now it is time to accept internal management decisions as it was made by the Head of our State", - said Aryn Orsariyev.
Speaking of the recent Message of the President of Kazakhstan Nursultan Nazarbayev to people of Kazakhstan "The third modernization of Kazakhstan", rector put more focus on the entrepreneurial activity in the region:
"It is said in the Message that each region has to offer a model for the development of mass business. In Pavlodar region, particularly in our university, we offer a model in which more than one thousand city residents can receive support from PSU through the integration in the scientific and industrial infrastructure of the university. Thus, Pavlodar region is among the first which virtually connects science and business, thus giving a powerful impulse to the development of the entire region".
The meeting was held in the format of a constructive dialogue, the participants were unanimous in saying that reforms proposed by our President are timely, they will mobilize the society in achieving the objectives. In general, participants agreed that these changes will definitely improve the efficiency of public administration in the country.
