In 2001, a student philharmonic society was organized at S. Toraighyrov Pavlodar State University on the initiative of the rector Erlan Mukhtarovich Aryn

The university has 13 student artistic groups that give concerts for participants in scientific and practical conferences, residents of cities and villages in the region, and hold thematic and anniversary concerts.

Students from all faculties of the university and college of PSU participate in creative groups. For stable and fruitful work, the Ministry of Culture and Information of the Republic of Kazakhstan awarded 4 teams the honorary title “People’s”.

This is the orchestra of Kazakh folk instruments named after Estai (artistic director and conductor, holder of the Sign of the Ministry of Culture and Information of the Republic of Kazakhstan “Madeniet kairatkeri” T.B. Karimov), modern dance studio “Ak Erke” (artistic director Kadyrbaeva), modern dance group “Jam” "(artistic director R. Umarbekov), vocal studio "Yertis Zhuldyzdary" (artistic director Pigovaeva N.Yu.), pop vocal studio "Shabyt", vocal and instrumental ensemble, student theater playing in the state language by non-indigenous students, mixed choir individual soloists from among university students and graduates (20 groups in total).

In connection with the opening of a branch of the Small Assembly of the People of Kazakhstan - the Student Assembly, opportunities have opened up for children of different nationalities to study their native language, customs and traditions of their people, visiting Schools of National Revival, youth national cultural centers, taking part in competitions and folk art festivals.

Students, members of national groups and youth organizations, constantly take part in cultural events of the university. Every year, to develop the creative activity of students, identify talents and cultivate a sense of patriotism among young people, festivals and student competitions are held: the festival “Student Spring”, “Yertis Zhuldyzdary”, “SuperStar PSU”, participants of the festival “Zhas Tolkyn”, “Competition of Readers and presenters", "Mushaira of akyns" and others.

Today, the vocal studio “Voise ToU” (headed by T.B. Akhmetova), the folk dance studio “Kerbez” (choreographer G.P. Musobekova), the Image group studio, the studio for leading events, and the student theater conduct their creative activities in the student philharmonic. “Murager” (director Ondasinova S.N.), “ToU BAND” music group (artistic director Tokin E.B.), ethno-folklore ensemble “Aksunkar”. In total, 81 students are currently involved in the activities of the Philharmonic, of which there are 10 vocalists, 8 dancers, 10 instrumental performers, 8 event hosts, 8 image group, 26 student theater participants, 11 students are from music groups. performances were created by the trio “Voise ToU”, students of instrumental performance - the ensemble “Aksunkar”, the “ToU BAND” music group.

The main priorities in the activities of the student philharmonic are the organization, control and regulation of cultural and leisure activities of the university, ensuring the comprehensive development of students in artistic and folk art, the formation of a certain cultural level of students, the development of cultural leisure skills in students, the formation of Kazakhstani patriotism among youth, participation in the formation and maintenance of the university’s image.
