Staff of Toraygirov University listened to the live address of Kassym-Jomart Tokayev.
Outlining the country’s development priorities, the Head of State repeatedly emphasized digitalization and artificial intelligence. Moreover, he announced plans to transform Kazakhstan into a digital nation and to establish a separate ministry responsible for AI development. The key directions of digitalization will be included in the Digital Code.
The President also highlighted the development of applied agricultural science. He noted that commercialization of innovations in this sector does not exceed 17%, and only 40% of specialized graduates enter the industry.
“A clear development plan for agricultural science is needed, focused on applying digital technologies and significantly increasing the sector’s productivity. Special attention should be paid to veterinary science and phytopathology, whose underdevelopment seriously limits the competitiveness of our agro-industrial complex,” said Kassym-Jomart Tokayev.
Regarding science in general, the Head of State stressed the importance of managing education and innovation. He expressed concern that the returns on budget investments in the form of new patents, technologies, and productions remain insufficient.
“More opportunities must be provided to universities that focus on artificial intelligence. The government should also adopt additional support measures for talented researchers. Effective mechanisms should be developed and implemented to encourage qualified domestic specialists to return to the country,” the President added.
Kassym-Jomart Tokayev also spoke about the development of tourism infrastructure. He pointed out the shortage of skilled personnel in the sector and the low competitiveness of the industry as a whole.
“Alongside popular recreational areas, it is important to strengthen the potential of other promising directions. Comprehensive development of tourism infrastructure will now be a constant priority and responsibility of local executive authorities. At the central level, the focus should be on attracting international tourists and establishing legislation to support tourism policy,” the Head of State said.
Concerning youth engagement, the President promised to support everyone striving for knowledge and caring about the country’s prosperity. He expressed confidence in the abilities, talents, and knowledge of young people.
“All the large-scale work we are carrying out is for the bright future of the younger generation. It is they who will reap the benefits of the ongoing reforms and continue the work that has been started. Young people adapt quickly to the fundamental changes taking place in the world, especially in the era of artificial intelligence,” emphasized Kassym-Jomart Tokayev.
Staff at ToU noted the depth and comprehensiveness of the address. At the faculty level, it was decided to carefully analyze the document, inform all staff and students, and develop a plan to implement the tasks set by the Head of State.
