State Program for Industrial Innovative Development
of the Republic of Kazakhstan for 2015-2019
State Program for Industrial Innovative Development of the Republic of Kazakhstan for 2015-2019 (hereinafter - Program) program has been developed in accordance with the long-term priorities of the Strategy "Kazakhstan-2050", the implementation of the key areas of "Accelerating economic diversification" of the Strategic Plan of Development of Kazakhstan up to 2020, Concept of Kazakhstan joining 30 most developed countries in the world, as well as in response to the order of the Head of state, given at the XXVIth plenary session of the foreign investors Council under the President of the Republic of Kazakhstan, within the framework of realization of the Message of President of the Republic of Kazakhstan to people of Kazakhstan "Kazakhstan's way - 2050: common goal, common interests, common future" of January 17, 2014.
The program is designed on the basic principles and approaches of the Concept of industrial-innovative development of Kazakhstan for 2015-2019, approved by the Government of the Republic of Kazakhstan from December 31, 2013 № 1497, taking into account the principles and provisions of the Concept of Innovative Development of Kazakhstan till 2020, approved by Decree of the President of the Republic of Kazakhstan dated June 4, 2013 № 579, the Concept of formation of perspective national clusters of the Republic of Kazakhstan till 2020, approved by the Government of Kazakhstan on October 11, 2013 № 1092, and other policy documents in the field of industrialization, as well as being guided by the norms of international agreements which Kazakhstan has entered.
The vision of the industrialization policy is to achieve an average level of competitiveness of the most developed countries of the OECD in the manufacturing industry by 2035, by increasing the share of the Republic of Kazakhstan in global exports of the manufacturing industry and narrow the gap with developed countries in productivity of all factors. In 2010-2014, the first phase was implemented in the framework of the State Program of Forced Industrial-Innovative Development of the Republic of Kazakhstan (hereinafter - SPFIID), when legislative, infrastructural and institutional framework for industrial development was established.
