Aryn Orsariyev has been appointed Rector of S. Toraighyrov Pavlodar State University.

Takhir Balykbayev, Vice-Minister of Education and Science of the Republic of Kazakhstan, and Kanat Bozumbayev, Akim of Pavlodar region, introduced the new head of the region’s largest higher education institution.

Aryn Orsariyev graduated from Al-Farabi Kazakh National University in 1998 with a degree in International Relations. Later he studied at Sorbonne University in France under the Bolashak scholarship program (1998-2000). He is a Doctor of Political Sciences, PhD.

Previously, he held many positions of responsibility, working as the Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan, Lecturer at the Academy of Diplomacy, Second Secretary at the Ministry of Foreign Affairs of the Republic of Kazakhstan, Senior Expert at the Analytical Center of the Secretariat of the Presidential Administration’s Security Council, Senior Expert, Chief Expert, Head of Information and Analytical Center at the Administration of the President of the Republic of Kazakhstan, Director of the Internal Policy Department in Astana, and Deputy Chairman of the Agency for Civil Service Affairs of the Republic of Kazakhstan. Aryn Orsariyev is one of the founders of the Bolashak Association. He has a number of state awards.

Akim of Pavlodar region Kanat Bozumbayev noted the role of S. Toraighyrov PSU in the public and scientific life of the region. “Pavlodar State University is a source of innovation, intellectual capital and the main supplier of specialists for the industrial and social sectors,” he said.

Takhir Balykbayev congratulated the University staff on the appointment of a new rector. He said that the development strategy offered by Aryn Orsariyev was different from those proposed by other candidates, as it had specific objectives. According to the Vice-Minister, Aryn Orsariyev knows the situation in the region very well, which is another advantage.

S. Toraighyrov Pavlodar State University is one of the ten HEIs chosen for the implementation of industrial and innovative projects under the Nurly Zhol, the Way to the Future program. Takhir Balykbayev and Kanat Bozumbayev expressed their confidence in the fact that the new Rector and academic staff of S. Toraighyrov PSU will do their best to support the region in the implementation of all the plans under the State Program of Industrial and Innovative Development.
