A round-table conference on protection of intellectual property rights was held at S. Toraighyrov Pavlodar State University on September 20, 2013.

The purpose of the discussion was explanation of the current legislation in the field of intellectual property rights protection.

The Director of the Regional Center for Innovation and Technology Transfer of S. Toraighyrov PSU Sergey Smailov mentioned in his opening speech: “Nowadays, the level of protection of intellectual property rights affects international image and prestige of the state. Creating favorable legal environment for inventors is among the priority tasks of our government”.

The round-table conference was attended by the Head of the Division of Intellectual Property Rights Protection of the Department of Justice of the Pavlodar region Talgat Ospanov, deans of faculties of Pavlodar State University Toleugazy Toktaganov, Aleksandr Kislov, Marat Kuderin, university scientists and well-known inventors, such as Anatoliy Zakharov, Abylkhan Karakayev, Nikolay Dudak, the Chairman of the ConcordiA Center of Student Innovative Projects Alfarabi Uzak, and specialists in patenting and licensing.

T. Ospanov emphasized the fact that there is a memorandum of cooperation between S. Toraighyrov PSU and the Department of Justice. According to one of its clauses, the members of the Department provide consultations regarding the problems of intellectual property to the inventors of the University.

The participants of the round-table conference also discussed such important problems as the procedure, terms and fees for patenting, legal framework for the patentng and licensing activity.
