Toraighyrov University organized an insightful training session titled "New Constitution – New Generation." The event was attended by the leadership of the National Center for Human Rights in the Republic of Kazakhstan, representatives of law enforcement agencies, faculty members, and students.



In his opening remarks, Nurlan Medetov, Chairman of the Board – Rector, defined the significance of the university's "third mission," highlighting the role of such meetings in strengthening interaction with society.



Dinara Tazhenova, Head of the National Center for Human Rights in the Republic of Kazakhstan, elaborated on the core principles of human rights in the updated Constitution. She emphasized the necessity of fostering a legal culture among young people, stating that every citizen must deeply understand not only their rights but also their responsibilities.



Deputy Prosecutor of the Pavlodar Region and Senior Counselor of Justice, Azamat Ermakhanov, focused on the urgency of increasing legal awareness among the youth. He noted that maintaining order and legality is a guarantee for the country’s future, adding that respect for the law is a primary hallmark of a civilized society.



Yuri Kolesnikov, Dean of the Faculty of Economics and Law and Candidate of Legal Sciences, highlighted the evolving nature of youth delinquency. According to him, the structure of youth crime is undergoing a qualitative shift: new threats such as "dropping," digital drug trafficking, and cyber-fraud have emerged, requiring updated legal interpretations. Consequently, he stressed the importance of strengthening mechanisms for restoration, mediation, and resocialization in criminal policy, rather than focusing solely on punishment. He noted that such approaches are not only more humane but also significantly more effective in preventing recidivism.



During the event, participants exchanged views on improving legal literacy, forming civic responsibility, and promoting constitutional values. The training served as an important educational platform for open dialogue.
