The Presidential Decree defines the fundamental principles, values, and priority areas of the domestic policy of the Republic of Kazakhstan. As part of promoting the principle of “Law and Order,” a discussion session entitled “Legal Education for Young People – The Foundation of the Fight Against Corruption Worldwide” was held at Toraighyrov University. The goal of the meeting was to raise the legal awareness of young people and foster an anti-corruption mindset.

Toraighyrov University goes beyond its educational mission, systematically implementing its third mission — serving society. In this context, the university, in cooperation with regional and national organizations, promotes the development of legal awareness among the younger generation and strengthens civic culture.


The discussion brought together representatives of government agencies, public organizations, faculty, and students.


A specially invited speaker, Deputy Chairman of the National Anti-Corruption Movement “Zhanaru,” Doctor of Philosophy, and Academician Beibut Mamrayev, emphasized that young people’s legal literacy is a key factor in preventing corruption.


“One of the foundations of anti-corruption work is raising young people’s legal awareness, strengthening their mindset, and shaping their values. The views of future specialists must be open and receptive,” noted Beybit Mamrayev.


The Mazhilis member of the Parliament of the Republic of Kazakhstan Nikolai Arsyutin, who attended the event and met with students, underlined the importance of upholding the rule of law and principles of justice. He noted that youth civic engagement and responsibility play a crucial role in the development of society.

Deputy Head of the Economic Investigations Department of the Financial Monitoring Agency of the Republic of Kazakhstan for the Pavlodar Region Galiaskar Kasymov, highlighted the strategic importance of the university in social development and national security. He stated that the university is an environment where future civil servants, economists, bankers, and parliamentarians are educated, and therefore the values instilled here shape the professionalism and responsibility of tomorrow’s specialists.

“The principles we promote today are honesty, responsibility, and respect for the law. They directly influence the quality of future personnel. I am confident that through joint efforts, we can create a favorable environment where these values prevail. In this regard, we plan to open a Financial Monitoring Office at the university, where dual education programs will be implemented,” said Galiaskar Kasymov.


Head of the Compliance Service at Toraighyrov University Zhanna Matenova, and Dean of the Faculty of Economics and Law Yuri Kolesnikov, provided a detailed overview of the university’s compliance system and its systematic efforts to prevent corruption. They emphasized the importance of enhancing transparency, accountability, and integrity within the educational environment.


During the exchange of views, participants discussed the role of educational institutions in shaping an anti-corruption culture, effective mechanisms for legal education, and ways to enhance civic responsibility. The meeting concluded with an open dialogue between students and experts, where young participants shared their ideas on strengthening justice and the rule of law in society.
