State services «Acceptance of documents and enrollment in organizations of higher and postgraduate education» are carried out in accordance with the Standard Rules for admission to study in educational organizations implementing educational programs of higher education approved by order of the Ministry of Education and Science of the Republic of Kazakhstan dated October 31, 2018 No. 600 acceptance of application and issuance of results public services are provided through the service provider or the “electronic government” web portal www.egov.kz (hereinafter referred to as the portal).

According to the Law of the Republic of Kazakhstan “On state services” the service shall be provided within 3 business days.

The state service «Issuance of duplicate documents on higher and postgraduate education» is regulated by the order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated February 10, 2023 No. 47 «On approval of types of documents on higher and (or) postgraduate education, forms of documents on higher and (or) postgraduate education of the state standard and the rules for their registration and issuance, basic requirements for the content of documents on higher and (or) postgraduate education of their own standard and the rules for their registration and issuance» (further – order No. 47).

Acceptance of the application and issuance of the result of the provision of public services is carried out through the non-profit joint-stock company State Corporation «Government for Citizens» and the «electronic government» web portal www.egov.kz.

According to the Law of the Republic of Kazakhstan «On State Services», the period for provision is within 15 working days.

State service "IS "E-Otinish" Single platform of reception and processing of all appeals of citizens is regulated by the Order of the General Prosecutor of the Republic of Kazakhstan from May 19, 2021 № 70 "On approval of the Rules of registration, accounting of appeals received by state bodies, local self-government bodies, legal entities with one hundred percent participation of the state, as well as maintenance of information analytical system "Electronic appeals".

Acceptance of appeals and issuance of the result of rendering of the state service are carried out through the "IS "E-Otinish" and the Website eotinish.kz.

The term of consideration of an appeal is regulated by the Administrative Procedural and Procedural Code of the Republic of Kazakhstan. You can learn more about the APPC at https://adilet.zan.kz/rus/docs/K2000000350.

The term of the administrative procedure initiated on the basis of an application, message, response, proposal, request is 15 working days from the date of receipt of the appeal.

The mentioned term may be extended by a reasoned decision of the head of the administrative body.

The term for consideration of a complaint shall be 20 working days from the date of its receipt.

An advocate's request related to the provision of legal assistance shall be answered in writing form within 10 working days from the date of receipt.

A response to a media inquiry shall be given within 7 working days from the date of its receipt, unless otherwise specified in the inquiry itself. The term of consideration may be extended once.

A response to a written request for information shall be provided within 15 calendar days from the day of receipt to the holder of information.

A motivated answer on refusal to provide information on a written request shall be brought to the information user's attention within 5 working days from the date of registration of the request. The term of consideration may be extended once by the head of the information holder for no more than fifteen calendar days, with notification of the applicant within three working days from the date of extension.

Complaint on issues of rendering public services of a service-recipient, received to the body directly rendering public services, shall be subject to consideration within 5 working days from the date of its registration.

Requests of bailiffs (both public and private) related to the performance of enforcement actions are considered within 3 days.

A motivated decision on the complaint of a taxpayer (tax agent) shall be made within no more than 30 working days from the date of its registration.

Complaint of a taxpayer subject to tax monitoring shall be considered within forty-five working days from the date of registration.

The state service “Updating (correction) of information on educational documents of higher and postgraduate education” is regulated by Order of the Minister of Science and Higher Education of the Republic of Kazakhstan of February 10, 2023 No. 47 “On approval of types of documents of higher and (or) postgraduate education, document forms of higher and (or) postgraduate education of the state sample and the rules of their registration and issuance, basic requirements to the content of the documents of higher and (or) postgraduate education of own sample and the rules of their registration and issuance ”, as well as any applications are processed in the Information System “National Educational Database”.

According to the Law of the Republic of Kazakhstan “On state services” the service shall be provided within 15 business days.
